  • Zoning and setbacks: The maritime zone (zona marítimo terrestre) and local plan regulador rules affect what and where you can build, especially near the coast.

A qualified local attorney and a proper survey (plano catastrado) are non-negotiable at this end of the market — they’re what separate a smart entry-level buy from an expensive lesson.
